General Description

Apulia is located at the southern extremity of Europe and in the centre of the Mediterranean, extending into the sea toward the East. It is one of the most populated region of the Southern Italy. Its main vocations deal with agriculture (large cultivations of olive oil trees, grapes, almonds, cereals, etc.), industry (each province has its own pole densely industrialised) and tourism (the region is in practice completely bordered by sea).


General assessment of the potential per RES in the region

Wind potential

Since the Apulian territory is completely stretching out into the sea, it is characterised by numerous zones with a medium-high windy intensity and therefore suitable to the exploitation of the wind energy associated. The previous programs dedicated to the exploitation of this energy source allowed the installation of about 35 MW power plants. Future plans are looking forward the installation of further 500 MW.

Hydro potential

The hydro potential of the region is quite considerable; in fact the territory is characterised by numerous altimetry variations and a good pluvial behaviour, in particular during the rainy seasons (autumn-winter) that could favour the installation of dams and following water utilisation for agricultural, industrial and household purposes, in the warm seasons.

Biomass potential

Since the main economic activities in the region are in the agricultural sector (?75% of the territory), the biomass potential is surely to be considered very significant. The numerous SMEs, present in the region, that transform the agricultural products are the sources of a considerable amount of by-products of well known energy value: olive kernel, almond shells, wood from fruit trees pruning and from forest and wood residues.

Solar potential

The solar potential in Apulia seems to be the most promising, in the long term, for the production of electric energy (about 1500-2000 kWh/m2 per year). Actually there is in operation the plant named “Delphos” with a power installed of 600 kW.


Energy characteristics of the region

The region is completely interconnected with the national grid, the natural gas is fully supplied.No problems regarding the electricity network.


Financing environment for RES

Financing environment for RES installations in Apulia , as well as in Italy, is unfortunately not so satisfying, this is mostly due to the scarce participation of Local Authorities into RES investments that are, principally, held by private enterprises.


Promotional policies for RES - Subsidies


RES promotional policy in Italy is based on the following laws:

  CIP 6/92
  Based on high tariff prices of green electricity according to different RES typologies.
  Legislative Decree 79/99

It is related to the new RES power station and introduce an incentive policy based on free market rules (trading of Green Certificates).

There are also some National Programs for RES promotion:

10,000 Photovoltaic Roofs: installation of 50 MW of photovoltaic systems (the program is based on a 75% contribution on the total investment cost)

Program for Low Thermal Solar Energy: campaign for the diffusion of thermal solar panels (installing 3 million m2 of collectors by 2010)
Program “Biomass Fuels” (PROBIO): the aim is to implement actions for a greater development of biomass energy production (2.6 million EURO)
